Cut twigs from a living spruce tree and set them burning on the most fresh tracks of the missing animal you can find.
Releasing animal from the forest cover is a spell that is necessary complete the related quest. This spell has no known use outside of the related quest, though in theory it should be possible to perform at any time when animal tracks are spotted in a forest.
