Flax is a Crop often found in the fields around settlements, used to make [linen] clothing. Players cannot currently (as of 3.72 beta) make linen clothing without the use of mods. Flax yields the most fiber when the retting & drying process has finished.
The URW encyclopedia describes flax as such: Flax is an old cultivated textile plant. It doesn't survive in the very north and is grown only by cultures south of Kaumo. Kiesseläiset and Reemiläiset in the east, and Driikiläiset, Sartolaiset and Koivulaiset in the west do grow flax. Flax fibres can be extracted and spun into yarn by using Textilecraft skill. Of other textile plants the hemp is more commonly grown, and the nettle traditionally used by all cultures.
