I was fighting a Njerp camp, hiding behind a rock in the sea and shooting my crossbow. When I was done, I turned around and saw fire burning on water. Were they shooting flaming arrows or is this a bug?  :o

Bug it is.
At first I suspect there might have been an NPC lighting a fire somewhere, but then the location had gotten corrupt for some reason.

Did you happen to have human companions around, or somewhere nearby?

No companions, just some animals on a nearby island. I'm playing with mods, but as far as I understand they shouldn't affect stuff such as making fire.

Thanks for the save. I'll check even though the issue mechanicsm is hard to find unless it keeps happening again during the test play.

Now I believe the mechanism for this issue is found and fixed.
And while fixing it I came into conclusion that the "double fire" bug was a result of the same glitch.
The bug originated from a condition where NPC had decided the coordinates for building a fire. They reached the location and started building the fire, but at that point the coordinates got corrupt and the when the fire was lit it was set at these corrupt coordinates. In this case it was set on the water.

Fixed - persists in 3.84.2
